Abstract
This work attempts to answer the Hard Problem of consciousness. Starting with two axioms of homeostatic systems based on sub cellular systems - embodied agency and no self-control - the theory deduces the mechanism underlying phenomenal consciousness. It also explains the direction (positive or negative) and intensity of an experience and computes the size of consciousness in terms of number of possible experiences. A broad picture is painted that connects evolution, free will, the role of brain, psychology, artificial consciousness and so on. The Homeostasis Theory of Consciousness challenges many existing theories of consciousness and has the potential for a broad theoretical and practical utility.
